Rules quiz
In my judgement 1061 violated Rule 18.2(a) requiring giving room and keeping clear. The view from the air shows that boat 73 had an inside overlap, that it needed to come up a little to make the mark, and that 1061 was slow to come up as 73 did. In the onboard view it appears that Jud was focused ahead and did not see 73's move to come up, and that when Jud did see it and put his helm down to come up, that action moved his stern down and closer to 73, and wave action moved the boats into the bump. So 1061 did not give 73 room and did not keep clear. The subsequent aerial view seems to show that because 1061 did not give enough room 73 hit the mark. So, if 73 protested under rule 18.2(a) she could also ask for redress under Rule 62.1(d) because her position score had been made worse. Ironically though, if 73 did not protest she then would have to do a penalty turn for hitting the mark and fall even farther behind without any recompense. Dale Hyerstay
